Are all Government Ministers members of the Cabinet?
There are 2 types of government ministers:
- Cabinet ministers, who are often in charge of major departments, for example, the Treasurer. Cabinet ministers are sometimes called 'senior ministers'.
- Junior ministers, who assist Cabinet ministers with particular areas of their portfolio—area of responsibility. Junior ministers are not members of Cabinet, though they do attend Cabinet meetings from time to time. Junior ministers can be an assistant minister, such as the Assistant Treasurer, or a minister with responsibility for an area within a Cabinet minister's portfolio, for example the Minister for Justice works with the Attorney-General.
Cabinet ministers are also assisted by parliamentary secretaries, for example the Parliamentary Secretary to the Treasurer. Parliamentary secretaries are not ministers.
