Which laws describes the role and function of ministers?

The role and function of ministers is not defined by law. Many of the roles and responsibilities of ministers are shaped by convention, or tradition. Under section 64 of the Australian Constitution ministers must be members of parliament who have been appointed by the Governor-General, but the Constitution does not cover the roles or functions of ministers. However, individual ministers may have certain powers or obligations under specific laws.
